Coordinating Council for Economic Development
Established by the General Assembly in 1986, the Coordinating Council for Economic Development (CCED) helps coordinate the work of state agencies involved in business recruitment, economic development and company expansion across South Carolina.
CCED brings together leaders from state agencies and organizations that support economic growth, infrastructure, workforce development, transportation, research and business investment. All council staff are employees of SC Commerce.
Membership includes the heads or board chairs of 11 state agencies concerned with economic development.
Beginning in FY 2021, Proviso 50.22 expanded membership to include the chair of the Senate Finance Committee, or a designee, and the chair of the House Ways and Means Committee, or a designee.

Enterprise Zone
Enacted by the General Assembly in 1995, South Carolina’s Enterprise Zone legislation created incentives that continue to strengthen the state’s competitive position for economic development projects.
Programs such as the Job Development Credit and Job Retraining Credit help support business growth, workforce investment and job creation across SC, particularly in rural and Tier IV counties.
The Job Retraining Credit is administered by the SC Technical College System, so the Enterprise Zone annual reports no longer include reporting for that program.
